We have several in my area. I work at a food pantry and distribute the surplus amongst the community refrigerators. We can only hope most gets used rather than thrown out.
Whenever we return to reload the refrigerators (Wed. and Fri.), they are empty, but we don't know whether the food has been taken, as opposed to having been tossed out by the volunteers who clean them. Much of what we put there is at the cusp of usability; many donations to our pantry are already past sell-by or use-by date.
